EA Compliance Monitoring Plan and Report – Accepted

Waste Management of Canada Corporation (WM) has submitted our Environmental Assessment (EA) Compliance Monitoring Plan (CMP) and Compliance Monitoring Report (CMR) for 2013 and 2014 to the Ministry of Environment and Climate Change (MOECC) for the WCEC in keeping with Condition 4.0 of the Minister’s Notice of Approval (Approval) of the WCEC EA. Copies of these documents are provided for public information.

Site Plan Control (SPC) Application - Approved

Waste Management of Canada Corporation (WM) has received approval of our SPC application for the WCEC from the City of Ottawa. Zoning Bylaw (ZBL) Amendment Application - Approved

The City of Ottawa approved the ZBL amendment application by WM for the WCEC on July 9, 2014. The period during which the ZBL amendment approval could have been appealed to the Ontario Muncipal Board (OMB) has now passed. Therefore, the ZBL for the WCEC is now in force as of July 9, 2014.

WCEC Public Liaison Committee (PLC) - Formed

Waste Management of Canada Corporation (WM) is pleased to announce the formation of the West Carleton Environmental Centre Public Liaison Committee (WCEC PLC). The PLC is comprised of the Councilors of five west-end wards of the City of Ottawa, two representatives of WM, two representatives of the local business communities, and three representatives of the public. The members of the WCEC PLC are:

  • Shad Qadri, Councilor Ward 6, City of Ottawa
  • Allan Hubley, Councilor Ward 23, City of Ottawa

Environmental Assessment (EA) Application - Approved

The Minister of the Environment approved the EA for the WCEC on September 5, 2013.

The EA approval contains numerous conditions and we will address each of these conditions as we move through the next phases of the approval process.

We will undertake the technical studies and work as set out in the EA decision related to Environmental Compliance Approvals (ECA) and other necessary municipal and provincial approvals.

We would like to thank all of the stakeholders for their participation and input throughout the EA process, including our neighbours, the community, City and provincial officials.

Overview of WCEC Project

Welcome to the West Carleton Environmental Centre. Waste Management is proposing a new, integrated multi-purpose waste management facility to serve the City of Ottawa and the surrounding communities.

The West Carleton Environmental Centre will focus on waste diversion, diverting as much waste as possible away from disposal to reuse and recycling for purposes.  It will also include additional lands set aside for community recreational purposes and wildlife habitat as well as a state-of-the-art, environmentally engineered landfill for the disposal of residual waste while generating clean renewable energy.

Waste Management has a strong commitment to the City of Ottawa, its immediate neighbours and the surrounding communities.  This commitment extends beyond just meeting regulatory standards to being responsible environmental steward and engaged corporate citizen.
